Who Is the eShram Card For?
The eShram Card is specifically designed for workers in India's unorganised sector — those who do not have a formal employer-employee relationship, do not receive EPF/ESIC benefits, and work in informal or seasonal occupations. If you work independently or for daily wages, you are very likely eligible.
Basic Eligibility Criteria
- Age: Between 16 and 59 years at the time of registration
- Employment type: Must be an unorganised or self-employed worker
- Not a member of EPFO or ESIC: Workers already covered under the Employees' Provident Fund Organisation (EPFO) or Employees' State Insurance Corporation (ESIC) are not eligible
- Not an income tax payer: Workers who file income tax returns are generally not eligible
- Indian citizenship: Must be a citizen of India

Who Cannot Apply for an eShram Card?
- Persons already covered under EPFO or ESIC
- Central or State Government employees
- Workers in formal/organised sector with employer contributions
- Income tax filers (in most cases)
- Persons below 16 or above 59 years of age
Can I Register if My Aadhaar Mobile Number Is Not Active?
No — online registration requires an OTP on your Aadhaar-linked mobile number. If your number is not linked or has changed, you must first update it at a UIDAI Aadhaar enrolment centre or through the mAadhaar app (where available). Alternatively, you can register with biometric authentication at a nearby CSC Centre.
What Happens If My Occupation Is Not Listed?
The eShram portal has a comprehensive list of over 400 occupations across various sectors. If your specific occupation is not listed, you can select the nearest matching category or choose "Other" and describe your work. This will not prevent your registration from being completed.
